Central Committee Communique 

 

The Central Committee of the Communist Party of India (Marxist) met on May
22-24, 2026, in HKS Surjeet Bhavan, New Delhi and issued the following
Communique:

 

Assembly Election Results: The Central Committee (CC) had a preliminary
discussion on the political, organisational and ideological reasons behind
the recent election results.

 

The state committee of Keralam is already in the process of collecting
opinions from various levels of the Party to understand the reasons for the
setback. All these opinions will be discussed threadbare in the state
secretariat and state committee meetings that will be held from June 5-8,
2026 in Thiruvanantapuram. A team of Polit Bureau members will attend these
meetings. On the basis of these discussions, corrective measures for the
identified weaknesses will be undertaken, taking into confidence the entire
Party.

 

In West Bengal, all the Party units will meet and submit their opinions to
the state committee, which will meet and finalise the review by the end of
June. Tamilnadu and Assam too will undertake similar exercises.

 

The re-entry of the Party in West Bengal legislature is a positive
development. A Party comrade won from Mahe, Puducherry as an independent.
The CC thanks the people of all these states who have voted for the Party
and its allies. The Party will remain in the forefront in taking up peoples'
issues, conduct struggles in defence of their rights and oppose all forms of
authoritarian, and Hindutva-Corporate onslaughts. All the elected
legislatures will raise the issues of the people and continue to lead the
struggles against the anti-people, Hindutva-corporate policies.

 

The CC expects the newly formed Tamilaga Vettriga Kazhagam (TVK) government
led by Thiru C. Joseph Vijay in Tamilnadu to govern in accordance with their
declaration to protect the Constitution, its federal principle, secularism
and democratic rights of the people.

 

A broad feature of these election results is the consolidation of Hindutva
communal forces in the society and their assumption of power in West Bengal.
Though the BJP could only win nominal number of seats in Keralam and
Tamilnadu, their spread is a major concern.

 

The victory of the RSS-BJP in West Bengal and its return to power in Assam
are a matter of deep concern for all secular, progressive and democratic
forces. The CPI(M) will be in the forefront to defend peoples' rights and
ensure that communal harmony is protected.

 

The Central Committee will meet in the later half of July 2026 and on the
basis of all the state reviews, it will carry out a thorough review of the
results. Rectification of the identified weaknesses will be immediately
undertaken from top to bottom.

 

INDIA Bloc: The growth of right-wing forces necessitates the unity of all
Left, progressive, secular, and democratic forces. The attitude of the
Congress towards other opposition parties is not helpful in building the
unity of secular forces in a united fight against the RSS-BJP, which is the
need of the hour. The CC condemns the baseless allegations that the 'CPI(M)
had a deal with the BJP', made by senior leaders of the Congress against our
Party during the Kerala Assembly elections. These malicious comments were
made against the CPI(M) - a committed fighter against communalism and a part
of the INDIA bloc.

 

Delimitation: The BJP-led Union government tried to push its agenda of
changing the electoral map of the country in the name of carrying out the
delimitation exercise. It linked the implementation of women's reservation
with delimitation. The BJP is planning delimitation in such a manner so that
it benefits electorally. It is intended to decrease the influence of
southern states, where the BJP continues to have a weak presence. This once
again demonstrates that the BJP is now effectively using State institutions
to implement its agenda.

 

SIR: The Election Commission of India (ECI) implemented the SIR in all the
states that went to the polls. Lakhs of voters were denied their
constitutional right to vote on flimsy grounds through a new category,
'logical discrepancies'. The judiciary too failed in protecting the rights
of the citizens to vote in these elections. Never in the history of
independent India have electoral rolls been tampered with to ensure the
interests of a particular political party. The entire exercise undermines
the credibility of our election system.

 

Now the ECI plans to conduct SIR in 17 more states. The CC reiterates the
Party's position on SIR - no genuine citizen should be denied of their right
to vote. The ECI is crossing the line drawn on its powers through the SIR
and unfortunately, the Supreme Court has not given the verdict on the
validity of this process.

 

SIR and Attack on Beneficiaries: The BJP governments in Bihar and Bengal
announced that those whose names are deleted from the electoral rolls in the
SIR process will not be allowed to access government benefits. The Bihar
government announced that five lakh ration cards have already been withdrawn
on the basis of SIR. In Bengal, lakhs of people have filed appeals against
the deletion, and their appeals are still pending. Even they are not allowed
to access benefits until their appeals are adjudicated. This is contrary to
all democratic principles and is a brazen attempt to downgrade the
citizenship of certain sections of people and their rights. The Party will
not allow such discrimination and will immediately intervene by rallying the
people.

 

Indian Economy: Despite the government's propaganda, Indian economy
continues to be in crisis, which is indirectly accepted by the Prime
Minister himself, when he appealed to people to implement austerity
measures. Unemployment is on the rise, job losses across the sectors are
growing. Many MSMEs are under huge distress. With the rising costs and
scarcity of fertilizers agriculture too is staring at a crisis.

 

India continues to remain the world's most unequal country, with the highest
income and wealth inequality rates. Gender inequality rates too are the
highest due to huge wage differences and unequal and unpaid care work. The
rupee has fallen to historic lows and the foreign reserves are depleting
rapidly.

 

The Impact of War: Under the pretext of the war, the government increased
the prices of fuel, the prices of LPG cylinders, particularly commercial
cylinders, and imposed many restrictions on usage. All these measures led to
a sharp increase in the prices of food and other essential commodities.
MSMEs too were severely affected and many small establishments shut shop.

 

Rise in the Price of Fuel: Immediately after the election results were
announced, in the last 11 days, petrol and diesel prices have been raised by
over Rs 7 per litre through multiple hikes. The increases came in four
phases - Rs 3.00, 90 paise, 87 paise and Rs 2.61 per litre. The rising
prices of fuel, together with the austerity measures are an enormous burden
on the people, who are struggling to ensure that they get at least one
proper meal per day.

 

The government has spectacularly failed to ensure the strategic security of
our energy resources, which led to most of these hardships for the people.
The Party will actively mobilise people and resist the burdens imposed by
the government in the name of austerity.

 

Availability of Fertilizers: Due to the failure of the government to ensure
sufficient reserves of fertilizers, the farmers are staring at fertilizer
scarcity and increasing costs. The Party will take the initiative to lead
the farmers in the struggle demanding the unhindered availability of
fertilizers immediately as the agricultural season is fast approaching.

 

Rural Employment Guarantee: The Union government notified the draft rules of
VBGRAMG Act and the cessation of the MGNREGA from July 1, 2026. Workers are
protesting in various states against the new Act, particularly the reliance
on digital systems in areas with patchy internet coverage. The Party will
stand in solidarity with all the affected workers and lead protests against
the denial of employment.

 

The CC reiterates the demand for the scrapping of the VBGRAMG and its
replacement by a strengthened MGNREGA, with guaranteed work and enhanced
wages.

 

The Party will support the peasant and agricultural workers' organisations
in organising protests against these attacks and for their rights.

 

Workers Protests: The CC salutes the thousands of workers who spontaneously
rose in protests against the inhuman exploitation and working conditions,
the increasing cost of living, and the failure of the respective state
governments to revise minimum wages and ensure their payment. The BJP
government in Uttar Pradesh tried to suppress these protests and unleashed
police forces. Hundreds of workers were arrested, and many of them are still
in jails. The Party will stand with the workers who are struggling against
the oppressive government.

 

Communal Threat The judgement delivered by the Madhya Pradesh High Court in
the Bhojshala-Kamal Maula Mosque is part of a growing trend in which
historical and religious disputes are increasingly being reopened and
adjudicated risking a deepening of communal divisions. The High Court
judgement is in complete contravention of the provisions of the Places of
Worship Act, 1991. The judiciary should uphold the secular principles
enshrined in the Constitution.

 

Attacks on Women, Dalits and Adivasis: The recent incident of gang-rape in a
moving bus in national capital Delhi, is a reminder of the growing
atrocities and sexual attacks on women in our country. With the BJP in power
in many states and the dominant influence of Manuvadi ideology on the
administrative machinery, it has become even more difficult for victims of
caste-based and gender-based violence to report crimes and seek justice.
Many BJP leaders are found celebrating the release of sexual offenders,
perpetrators of caste atrocities due to faulty judicial system.

 

NEET Paper Leak: It is becoming clear that BJP leaders were behind the
leakage of the NEET exam paper. This is not the first time that exam papers
have been leaked after the Union government assigned the task of conducting
exams to the National Testing Agency (NTA). The NTA should be disbanded
immediately, and conduct of examinations should be decentralised, with the
responsibility handed over to the concerned government agencies, as earlier.
A thorough enquiry should be conducted on the leakage and all the guilty
punished. Concrete steps to prevent any such leakage in the future should be
enacted.

 

The evaluation of the CBSE 12 class answer sheets is proving to be another
mishap in making due to the faulty process of digital evaluation. The
government appears to be totally insensitive to the students and their
future. Immediate steps should be taken to ensure that teachers are given
all necessary facilities for checking the papers with due attention and care
and students are not punished for no fault of theirs. 

 

Cockroach Janata Party: The CC condemns the ban on the social media handles
of the CJP and the attack on Abhijeet Dipke, the creator of the CJP. This
once again demonstrates the authoritarian character of the BJP and its
refusal to tolerate dissent. The huge online support for the CJP reflects
the prevailing discontent against the BJP government on issues such as
unemployment. Instead of addressing the genuine concerns of the youth, the
government is branding 'cockroaches' too as anti-national, once again
showing its face of intolerance.

 

FIFA World Cup: The CC demands the government of India to immediately take
steps for the telecast of the football world cup that will be held in
June-July. The corporate monopoly of broadcasters and the profit seeking
FIFA, both are responsible for the current impasse, which denies Indians
from watching the premier sporting event. The government should intervene
through the public broadcaster and ensure that the event is available for
live viewership.

 

Threats to Cuba: The US has yet again announced that it will 'take over'
Cuba and has further tightened sanctions. It is threatening a military
invasion of Cuba. The US is flying drones, reconnaissance flights around
Cuba and has moved its naval carrier group Nimitz into the Caribbean, with
the intention of threatening it. The indictment of former President Raul
Castro in a US court is another act of aggression. The CC appeals to the
people of our country to once again raise in solidarity with Cuba and
against US aggression.

 

Anti-Imperialist Campaign: The Party will conduct an extensive
anti-imperialist campaign against US aggression on Iran, Palestine,
Venezuela and Cuba in the month of June. It will mobilise people by
organising seminars, meetings and protest demonstrations against US
aggression.

 

Campaign for Implementation of Women's Reservation: The CC decided to
support the protests called by the women's organisations for the immediate
implementation of the women's reservation in legislatures. The Party will
mobilise people in support of this demand along with other class and mass
organisations. They will be held on every day of the upcoming Parliament
session.

 

Campaign for Right to Vote: The Party will launch an extensive campaign in
defence of democratic rights, particularly for safeguarding the right to
vote. The campaign will focus on the biased role of the ECI and against its
actions as an adjunct of the ruling party. Widespread public opinion will be
mobilised demanding the ECI to play an impartial and neutral role and
complete transparency in the entire electoral process - from voter
enrollment to the conduct of elections, EVMs, and counting.

 

Campaign Against the Notification of Labour Codes: Within four days after
the announcement of the results, the BJP-led Union government has
operationalised the Labour Codes. This exposes the deceptive modus operandi
of the BJP-led Union Government.

 

The Party stands with the workers in resisting the implementation of these
newly notified rules for the Labour Codes. It will lead a campaign demanding
the state governments to exercise their legislative powers under the
Constitution to bring in corrective amendments to the Labour Codes and
protect the interests of the workers, instead of operationalising them as
per the Central Rules. The state governments should consider the
recommendations of Justice Gopala Gowda, who submitted a Report to the
erstwhile LDF government in Keralam, suggesting legal ways to protect the
rights of the workers.
