Central Committee Communique

 

The Central Committee of the Communist Party of India (Marxist) met from 16
to 18 January 2026, in EMS Academy, Trivandrum and issued the following
communique.

 

The Central Committee congratulates the LDF government in Kerala for the
eradication of extreme poverty within the state. This success is a testament
on the efficacy of the Kerala development model, which is based on
progressive politics, decentralised governance and a rights-based approach.
Kerala's success was achieved despite a relentless fiscal war waged by the
Union government, which has systematically starved opposition-ruled states
of funds. This makes the achievement even more significant, as it showcases
the political will and commitment of a Left government to achieve superior
welfare outcomes, despite the constraints.

The Central Committee lauds the LDF government, which has once again
showcased its pro-worker stance by clearly stating that it will not notify
the Labour Codes as stipulated by the BJP-led Union government.

 

Assembly Elections: In a few months, crucial assembly elections will be held
in five states – Kerala, West Bengal, Tamilnadu, Assam and Puducherry. The
CC reviewed the preparations of the Party for these elections.

In Kerala, the Party will work for the re-election of the LDF government
campaigning on its achievements. It will expose the BJP-led Union
government’s denial of rightful dues to Kerala, the fiscal constraints
imposed and the overall attack on federalism. The Party will also expose the
failure of the Congress, the largest opposition party in Parliament, to
effectively counter this attack on federalism. The Congress, especially in
Kerala, has been found wanting in the fight against the communal RSS-BJP,
and this too will be exposed before the people.

The Central Committee expresses its confidence that the people of Kerala
will vote for the LDF once again in the upcoming assembly elections for a
historic third consecutive term.

In Bengal, the Party will work for the defeat of both the TMC and the BJP,
which are trying to polarise the society. We will try to rally all the
forces that are ready to work against them.

In Tamilnadu, the Party will contest along with the DMK and its allies to
defeat the BJP and its allies.

In Assam, the Party will work for the mobilisation of all the anti-BJP
parties and forces and defeat the rabidly communal and divisive BJP
government.

In Puducherry, the Party will work for the defeat of the BJP alliance
government.

 

Attack on Parliamentary Democracy and Anti-People Policies: The BJP-led
Union Government used the winter session of Parliament to push through
several key Bills detrimental to the people’s interests, without allowing a
proper discussion. The four Labour Codes were notified; the MGNREGA was
replaced by the GRAM-G; and the Seeds Bill and Electricity Amendment Bill
are on the pipeline.

The Union government has passed a Bill in the winter session of the
Parliament allowing 100 percent FDI in insurance and the entry of private
and foreign corporations in nuclear power plants. Opening up a strategic and
crucial sector like nuclear energy to private companies will be disastrous.

The BJP is deliberately weakening the functioning of Parliament and refusing
to subject the executive to legislative scrutiny. These actions undermine
the democratic structure of the country and strengthen the authoritarian
character.

 

Special Intensive Revision of Electoral Rolls: The Special Intensive
Revision (SIR) is a calculated political project by the BJP-RSS combine,
operationalised through a pliant Election Commission of India (ECI). The
Party will campaign extensively against the ECI’s attempt to usurp the right
to determine citizenship and simultaneously ensure that no eligible voter is
removed from the voter’s list. Similarly, we will be vigilant and ensure
that bogus voters are not enrolled in the voters’ list through the
connivance of the BJP and the EC machinery.

 

Indian Economic Reality: The IMF expressed reservations about the BJP
government's official economic data, citing weaknesses and a lack of
confidence in the numbers. This suggests that the BJP government may be
manipulating figures to manufacture a facade of growth, while the real
economy remains in crisis.

RBI’s official data shows that the net foreign direct Investment (FDI) into
India fell, with more money leaving the country than entering. The rupee has
been steadily falling throughout the last year and has reached a new low by
breaching the Rs 90 mark, becoming the weakest Asian currency. Flawed
economic policies and priorities of the government, along with trade
uncertainties, are responsible for the depreciation of the rupee. As a
result, the working class, farmers, and owners of Micro, Small, and Medium
Enterprises are adversely affected by the rising cost of living and growing
inequalities.

 

Attacks on Women, Dalits and Adivasis: Attacks on women, dalits and adivasis
are continuing unabated, particularly in the states where the BJP is
governing. The complicity of the BJP governments – both at the state and
centre – and their blatant refusal to punish the accused criminals is
further emboldening the perpetrators, leading to an increase in such
attacks.

 

Attacks on Minorities: Hindutva communal outfits and their affiliates, such
as the Bajrang Dal, have carried out heinous attacks on Christians in
various places, disrupting Christmas celebrations. Another dangerous trend
is the rise in attacks on migrant workers, particularly those from Bengal
and the North East. The inaction of the government is deliberate and
intended to facilitate such attacks.

 

Attempts to Whip Communal Tensions in Tamilnadu: The BJP and other Hindutva
communal forces are trying to whip up communal tensions in Tamil Nadu by
manufacturing a controversy around the Tirupparankundram Hill in Madurai
district, with a sinister eye on political gain. The orders passed by the
Madurai bench of Madras High Court are unfortunately strengthening the
communal forces. Parties like the AIADMK are supporting such divisive
forces.

It is commendable that the people of Madurai and Tamilnadu stood together in
harmony against communal hatred and upheld the pluralistic traditions of the
state. The CC appreciates the role of the DMK government in maintaining
communal harmony. The Central Committee condemns the death threats issued by
Hindutva groups to Su. Venkatesan, MP from Madurai.

All these attacks are part of the ongoing attempts of the RSS-BJP to
dismantle the secular State and establish a Hindu Rashtra.

 

US Aggression: The CC condemns the United States’ unprecedented act of
aggression against Venezuela and the continuing Israeli aggression on
Palestine. The US is meddling in the internal affairs of Iran and
threatening to carry out a military attack on it. It wants to occupy
Greenland at any cost. All these demonstrate increased imperialist
aggression, a threat to the entire world. The Central committee expresses
its solidarity with the people of Venezuela and Palestine who are fighting
against imperialist aggression and threats. The CC also expresses its
solidarity with the people of Iran who are protesting against economic
hardships and imperialist intervention. 

The Central Committee opposes the Indian government’s efforts to conclude
trade deals with the US and the EU, which will destroy agriculture and
industry and wreak havoc on the lives of the people. US President Donald
Trump has threatened India with 500 per cent tariffs if it does not
immediately stop purchasing oil from Russia. Instead of standing firm
against US pressure, the BJP-led Union government is capitulating to it.

The Indian government’s foreign policy is a disgrace, as it refuses to stand
with Venezuela and Palestine and condemn the US and its policies. This
demonstrates how its policies are dictated by the US and its hegemonic
agenda, thereby compromising India’s strategic autonomy.

 

Global Economic Situation: Global economy continues to remain crisis-ridden.
Persistent trade tensions cast a shadow over the global economy, with trade
policy uncertainty staying high. These tensions are likely to intensify as
firms gradually pass higher costs from tariffs on to consumers. The rise in
inflation in the US is hitting the working class and ordinary citizens hard.
Job creation has stagnated, increasing unemployment.

Rising debt levels, increasing defence expenditures, growing unemployment,
and inequalities are fueling discontent across the globe. This volatile
socio-economic environment is providing fertile ground for the growth of
far-right forces.

 

Bangladesh Violence: The Central Committee expresses its deep concern over
the sectarian violence spreading in Bangladesh and the rising attacks on
religious minorities, in which at least four Hindu youths were killed. These
developments have a debilitating impact not only on Bangladesh but on the
entire region. Communal forces on both sides of the border are trying to
exploit the situation to further incite hatred by feeding off each other.

 

UN Climate Change Conference, Belem: The COP30 Summit held in Belém, Brazil
was a failure. Deep divisions over finance, trade measures, mitigation
pathways, and other issues stalled progress on key decisions.

Several countries were severely affected by storms, cyclones, and floods and
hundreds of people lost their lives. Sri Lanka suffered some of the worst
damage from a cyclone that made landfall on the island. The exceptional
intensity of these disasters is a clear example of how climate change is
altering storm patterns and intensifying extreme weather events. Unbridled
exploitation of nature driven by capitalist greed has resulted in
large-scale deforestation and poor land management, which in turn have
contributed to landslides in many mountainous regions.

The US, one of the largest polluters in the world, withdrew from 66
international treaties and forums, most of which were related to climate
change and environmental protection. The Trump administration, along with
several other far-right governments, has expressed skepticism about climate
change and has shown little commitment to environmental protection and
climate action.

 

CC Calls

The Central Committee calls upon the Party to conduct intensive campaigns
among the working class, agricultural workers, farmers, and other sections
of the rural poor against the scrapping of the rural employment guarantee,
the notification of labour codes, and the Electricity Reform Bill.

 

Support for the February 12 General Strike: The Party will actively support
the call for a General Strike given by the Central Trade Unions. On the day
of the strike, Party cadres will be mobilised in support of trade union
actions.

 

Protest Against US Aggression: The Party will campaign extensively against
US aggression on Venezuela and organise large-scale protests in all major
cities, particularly state capitals. All non-BJP parties will be approached
to participate in these protest activities.

 

Against the Scrapping of the Rural Employment Guarantee: The Party will
undertake an intensive campaign against the scrapping of the Rural
Employment Guarantee Act. Leaders of the Party at all levels, including the
cadres from all class and mass organisations, will take part in this
campaign. The campaign will begin on 30 January, the death anniversary of
Mahatma Gandhi, and will continue for a week, until 5 February.

 

The Central Committee of the CPI(M) vows to continue its resolute fight
against the BJP and Hindutva communal forces, while simultaneously working
to build the independent strength of the Party.
