P.B. Communique

 

The Polit Bureau of the Communist Party of India (Marxist) met on 13-14
November 2025, in New Delhi and issued the following communique. 

 

Bihar Elections: A record 67 percent of voters participated in the Bihar
Assembly elections - an increase of 9.6 percent compared to the previous
election. Notably, 71.6 percent of women voted, marking a significant rise
in female political participation. As the vote share data shows, though the
NDA did not gain much in terms of votes (compared to 2024 Lok Sabha
elections), it was able to increase its tally in the legislative assembly.
The ruling coalition utilised the entire state machinery, resorted to
various manipulations, deployed huge amounts of money and large numbers of
cadres brought in from outside the state. It benefited from the polarising
communal and casteist rhetoric of its leaders, including the Prime Minister
and the Home Minister. This rhetoric, amplified by a compliant corporate
media, drowned out the people's issues raised by the Mahagathbandhan.

The Bihar elections show that to defeat the BJP, opposition parties must
make a more concerted effort leading joint struggles against its anti-people
policies. The CPI(M) will examine in detail the partisan attitude of the
ECI, the abrupt initiation of the SIR and all the other factors, if any,
behind these results. The Polit Bureau of the CPI(M) thanks the people of
Bihar who voted for its candidates and those of the other opposition
parties.

 

Bomb Blast in Delhi: The bomb blast in Delhi revealed the involvement of a
widespread network in carrying out the attack. The failure of the government
in providing security to the people and prevent such terrorist attacks, is
once again exposed by this incident. Following the Phalagam terrorist
attack, the government had claimed that 'Operation Sindoor' had eliminated
terrorist infrastructure, particularly as it targeted the Jaish-e-Mohammed
headquarters. However, the Delhi blast punctures these claims, as the
government itself has attributed the latest attack to Jaish. The government
must act swiftly to uncover the terror networks responsible and ensure that
all perpetrators are brought to justice. Efforts to polarise the society on
communal lines using this incident should be firmly dealt with.

 

Historic Achievement of the Kerala LDF: On November 1, the LDF government in
Kerala declared the historic success in eradication of extreme poverty
within the state. This achievement is the result of the meticulously planned
and executed Extreme Poverty Eradication Programme (EPEP), a four-year,
data-driven initiative that mobilised local self-governments to identify and
uplift 64,006 households through tailored interventions. This success is a
testament on the efficacy of the Kerala development model, which is based on
progressive politics, decentralised governance and a rights-based approach.
Kerala's success was achieved despite a relentless fiscal war waged by the
Union government, which has systematically starved opposition-ruled states
of funds. This makes the achievement even more significant, as it showcases
the political will and commitment of a Left government to achieve superior
welfare outcomes, despite the constraints.

 

The Polit Bureau appeals to the people of Kerala to vote for the LDF
candidates in the upcoming local body elections and ensure the thorough
defeat of the UDF and communal forces like the BJP. The UDF has exposed
itself as being hand in glove with the BJP and other communal forces. 

 

Electricity Amendment Bill 2025: The efforts to privatise the power sector
is pushed aggressively by the new bill, intended to be placed and passed in
the upcoming winter session of the Parliament. It aims to dismantle the
public character of power sector and recast it as a fully financialised,
profit-driven market. If the Bill is passed it will inevitably lead to a
massive tariff shock for agricultural and domestic consumers, cripple state
Discoms and also surrender national energy sovereignty to private
monopolies. The Bill is a direct assault on federalism, the right to
livelihood, and the concept of electricity as a public good. 

 

The CPI(M) will mobilise public opinion against the proposed changes. It
extends support to the Trade Union and Kisan organisations which are already
leading the struggle against electricity privatisation. The PB appeals to
all sections of the society to join and strengthen this struggle.

 

Shram Shakti Niti: The main objective of the draft Shram Shakthi Niti 2025
released by the Ministry of Labour and Employment is the systematic
dismantling of worker protections, enforcement apparatus and collective
bargaining rights. The Bill claims to draw inspiration from 'dharma
shastras' and is a direct onslaught on the democratic, secular, republican
Constitution. The policy actively undermines the federal structure by using
financial incentives to coerce states into implementing the central
government's pro-corporate labour codes. It is a deceptive effort to
implement labour codes and is framed in tune with its corporate, communal
Hindutva authoritarian regime.

 

Special Intensive Revision of Electoral Rolls: The ongoing Special Intensive
Revision (SIR) of electoral rolls, targeting twelve states is a calculated
political project by the BJP-RSS combine, operationalised through a pliant
Election Commission of India (ECI). This is intended to systematically
disenfranchise millions of voters. Modeled on the controversial Bihar
process, the SIR deliberately employs onerous documentation requirements and
an archaic 2002 baseline to effectively function as a backdoor National
Register of Citizens (NRC). Its primary objective is to alter the electoral
demography to favour the ruling party and undermine the very foundations of
universal adult suffrage, representing the most significant assault on
electoral democracy.

 

The Party will campaign extensively against the ECI's attempt to usurp the
right to determine citizenship and to ensure that no eligible voter is
removed from the voter's list. Similarly, it calls upon people to be
vigilant and ensure that bogus voters are not enrolled in the voters' list
through the connivance of the BJP and the EC machinery.

 

Attacks on Women, Dalits and Adivasis: The attacks on women, dalits and
adivasis are continuing unabated, particularly in the states where the BJP
is governing. These attacks are a reflection of the Manuwadi ideology
propagated by the RSS and its affiliate organisations. The complicity of the
BJP governments - both at the state and centre - and their blatant refusal
to punish the accused criminals is further emboldening the perpetrators,
leading to an increase in such attacks. The official data released by the
National Crime Records Bureau itself shows the steep increase in the crimes
against women, dalits and adivasis during the 11 years of BJP government led
by Modi.

 

RSS Centenary: The RSS commemoration of its centenary started with a series
of lectures by its leaders. This occasion is used to extensively spread its
communal and divisive ideology. The Sangh's hatred towards Marxism is made
amply clear by its leaders, who also made some disparaging comments on
Kerala, calling it a 'disturbed state'. The RSS is using its control over
various levers of the State to push for the realisation of its objective of
the establishment of a 'Hindu Rashtra'.

 

Economy: Recently released data indicates that our economy is not in a good
shape, contrary to the claims made by the Union government. Unemployment,
lack of job opportunities, wage stagnation are all contributing to
resentment among the people. Instead of addressing the structural issues
confronting the economy, the government is trying to tide over the crisis by
opening the economy to foreign capital by signing FTAs with the US and EU
and also by offering some temporary monetary incentives.

As a result of the US imposed tariffs, India's exports plunged by 37.5
percent, one of the sharpest short-term collapses in years. Without urgent
intervention from the government, India risks losing market share in sectors
where it previously held a strong position.

 

Trade Deal with the US: The US is pressurising the Indian government to sign
a trade deal that grants extensive market access to US products across
sectors. The US wants India to remove tariffs on most industrial goods, open
the farm and dairy sectors, including access for genetically modified corn
and soybeans, unrestricted cross-border data flows, liberalised e-commerce
and intellectual property (IP) rules and larger commitments to buy US oil,
LNG, and defense equipment. Reports indicate that the government is
succumbing to the US pressure and is about to sign a deal that will be
detrimental to our interests.

 

Framework for the US-India Major Defence Partnership: The India-US 10-Year
Defence Cooperation Framework, takes forward the strategic integration of
the India with US imperialist objectives. The pact aims for deepened
cooperation across all domains: land, air, sea, space, and cyberspace,
moving beyond mere arms sales to full-spectrum military interoperability.
Its provisions fundamentally compromise India's strategic autonomy, binding
its military and foreign policy to the dictates of US. The framework deepens
technological dependency and subordinates India's defence industrial base to
the interests of US monopolies, while increasing the risk of regional
confrontation. It is explicit in the agreement that its purpose is to
contain China and formally bind India within a US-led military architecture.

 

The Polit Bureau denounces the current BJP-led government for pushing our
country deep into US embrace that is proving to be detrimental to our
interests.

 

Aggressive Moves of the US: The United States has announced that it has made
all preparations for launching a military attack on Venezuela - Operation
Southern Sphere. It had made twenty attacks killing nearly 80 people on
boats operating in the Caribbean Sea, accusing them of smuggling drugs,
claims made without any credible evidence. More than 10,000 US military
personnel have been mobilised in the region, supported by naval carrier
groups. US actions reflect its determination to target Venezuela for its
steadfast opposition to US imperialist ambitions. The US appears intent on
dismantling all Left and progressive governments across Latin America. The
US views the subversion of the Venezuelan government as a crucial step
toward isolating and eventually attacking socialist Cuba.

 

The Polit Bureau condemns the US aggressive moves targeting Venezuela and
expresses its solidarity with the people of Venezuela who are resisting all
the attempts to destabilise their country.

 

Ceasefire and Gaza Peace Plan: The ceasefire in Gaza and the end of Israeli
bombardment and hostilities have brought some relief to the long-suffering
people of Gaza. The US was forced to push Israel to accept the ceasefire due
to the enormous pressure exerted by growing popular movement in solidarity
with Palestine. However, Zionist Israel continues with ceasefire violations
and violence by settlers. The government of India should review its policy
towards Israel, cut all its defence and security ties and stand in
solidarity with Palestine.

 

CC Meeting: The next meeting of the Central Committee will be held from
16-18 January, 2026, in Thiruvananthapuram, Kerala.
