Press Release
A delegation of the Communist Party of India (Marxist), led by the General
Secretary, Com. M. A. Baby visited the bereaved family members of Shri. Y.
Puran Kumar, IPS (ADGP, Haryana), who died by suicide.
Comrades B. V. Raghavulu (Member, Polit Bureau), Prem Chand (Secretary,
Haryana State Committee), Inderjit Singh (Former Secretary, Haryana State
Committee) and R. L. Moudgil (Member, Punjab State Committee) were also part
of the delegation.
Subsequent to the visit, Com. M. A. Baby, has written a letter to Shri.
Narendra Modi, the Prime Minister of India, demanding a judicial enquiry
into the suicide of Shri. Y. Puran Kumar, IPS (ADGP, Haryana).
We are herewith releasing the text of the letter for publication.

Respected Prime Minister,
We are writing to express our deep concern and anguish over the tragic
demise of Shri. Y. Puran Kumar, IPS, who reportedly died by suicide after
alleging caste-based harassment and discrimination at the hands of certain
officials.
This incident has sent shockwaves across the country and has raised grave
questions about the working conditions, accountability, and protection
mechanisms available to officers belonging to marginalised communities
within the police service. It is particularly distressing that Shri. Puran
Kumar, a Dalit officer of exemplary service record, felt compelled to take
such an extreme step. The tragic suicide of Rohith Vemula, a Dalit student
at the University of Hyderabad (HCU), and many similar cases of Dalit
students and officers driven to end their lives due to unbearable caste
discrimination and institutional harassment, highlight the deep-rooted
systemic oppression that continues to plague our institutions.
We have personally visited his bereaved family members in Chandigarh and
heard their profound grief and anguish. Their testimony makes it clear that
the matter deserves an independent and transparent enquiry to uncover the
truth and ensure justice.
In light of these circumstances, we demand that the Government immediately
constitute a Judicial Enquiry headed by a Judge of the Supreme Court to
probe the circumstances leading to Shri. Puran Kumar's death, the
allegations of caste-based harassment and any lapses in institutional
support.
Further, we urge that all officials named by the late officer be immediately
placed under suspension pending the outcome of the judicial enquiry. This is
essential to ensure that they do not influence or compromise the
investigation in any manner.
A fair and transparent judicial enquiry will not only provide solace to the
grieving family but also reaffirm the country's commitment to constitutional
values and the protection of its public servants from discrimination of any
kind.
We trust that your esteemed office will treat this matter with the urgency
and seriousness it deserves.
